In a symbolic cost-cutting gesture, President Nicolas Sarkozy will cancel the annual presidential garden party for Bastille Day, July 14, legislators said Wednesday. The garden party, which was trimmed back last year, nonetheless cost nearly $1 million. Mr. Sarkozy’s spending has been criticized by government auditors.
